TOKYO, Feb. 27 (Xinhua) -- Tokyo stocks opened higher Wednesday after U.S. Federal Reserve Chairman Jerome Powell told Congress that it was in "no rush to make a judgment" about changes to its monetary policy.

As of 9:15 a.m., the 225-issue Nikkei Stock Average gained 92.00 points, or 0.43 percent, from Tuesday to 21,541.39.

The broader Topix index of all First Section issues on the Tokyo Stock Exchange, meanwhile, added 4.48 points, or 0.28 percent, to 1,621.68.

Marine transportation, securities house and consumer credit-linked issues comprised those that gained the most in the opening minutes after the morning bell.
